The Role of Digital Transformation in Increasing the Efficiency of Health Staff

Abstract

Since the Alma-Ata Declaration on Primary Health Care (PHC) in 1978, the European Region has placed significant emphasis on converging health sectors to put people and communities at the center of health action. PHC is the foundation of health systems, making person-centered, comprehensive, and continuous care accessible to all and referred to advanced medical care when needed. While the health workforce is the most valuable asset of PHC, 21st-century health systems encounter an increased burden of non-communicable diseases and multiple chronic conditions, aggravated by fragmentation of care and growing prevalence of comorbidities. In these contexts, digital health has been acknowledged as an important lever to the PHC strengthening, modernization, and reorientation towards well-being (Piera-Jiménez et al., 2024). Harnessing digital solutions has been agreed to be essential for modernizing and improving the delivery models of PHC, supporting the delivery of hybrid services safely during emergencies and helping to optimize the pursuit of health and well-being. To fully realize the benefits of digital transformation, a set of enablers is required, ensuring universal access to digital solutions across all dimensions. Attention must also be given to ensuring that digital solutions are designed to be inclusive, considering access, needs, and preferences of the most vulnerable groups, including older people, individuals with disabilities, children, and those living in remote areas. Furthermore, there are concerns about the increasing gap between generations, since young people are often more digital literates and comfortable using digital solutions.
