Abstract

As direct power purchase by large consumers is an important measure of electricity market reform, it isurgent to study the impact of its scale growth on reliability of transmission and distribution system. In this paper, a reliability evaluation model is established for the generation and transmission system with direct power purchase. Considering the reliability indexes such as system congestion probability, expected system congestion capacity and available system transmission capacity expectancy, this paper studies reliability levels of generation and transmission systems under different direct power purchase scales. Through simulation of IEEE-RTS79 and IEEE-RTS96 systems, validity of the reliability evaluation model of the generation and transmission system with direct power purchase by large consumers is verified. By analyzing the system reliability index under different direct power purchases, this paper gives scale limit of direct power purchase and suggestion for direct power purchase development.
