Pollution and Destruction of the Tallo Watershed (Watershed) By Industrial Waste in Makassar City in the Perspective of Environmental Law

Abstract

The Tallo River is a river that plays a very important role for the people of Makassar as a transportation route and in the fisheries sector. Along with the diverse activities to support the economy and community life, the decline in the quality of the Tallo River is inevitable. The objectives of this study are to (1) analyze the level of environmental damage in the Tallo River waters due to urban activities in Makassar City; (2) analyze strategies for controlling pollution in the Tallo River waters as part of environmental protection and management. The research methods used are quantitative and qualitative. Data collection techniques through in-depth interviews, observations, questionnaires and documentation studies. The results of this study indicate that the Tallo River experiences varying levels of pollution, ranging from light to heavy. Although there are regulations regarding environmental management and river protection, the monitoring mechanism and enforcement of sanctions against polluters have not been effective. There are no specific regulations that comprehensively bind the management of the Tallo River Basin. Are current environmental legal provisions inadequate to address pollution in the Tallo River Basin (DAS)? The implementation of river restoration is adjusted to the SDGs concept, where the goal of river restoration is to preserve the environment, improve the socio-cultural quality of the community and improve the economic welfare of the community around the Tallo River Basin (DAS). The Makassar City Government needs to establish special regulations in the form of Regional Regulations on Tallo Watershed Management by emphasizing the sanction mechanism for polluters and encouraging cross-sector collaboration.
