Health Transformation in the Kingdom of Saudi Arabia and Its Role in Enhancing Healthcare Workforce Efficiency in Hospitals

Abstract
Health systems worldwide are transforming to meet rising expectations for quality, safety, value, and sustainability. In the Kingdom of Saudi Arabia (KSA), health transformation has become a core pillar of national development under Saudi Vision 2030. The Health Sector Transformation Program seeks to improve access, quality, patient safety, preventive care, and system efficiency through new governance models, integrated care pathways, performance accountability, and expanded digital health. The success of these reforms depends heavily on the readiness and efficiency of the hospital workforce. This paper examines how health transformation in Saudi Arabia contributes to enhancing healthcare workforce efficiency in hospitals. It synthesizes workforce-related reforms, capability-building strategies, digital health integration, leadership development, quality and safety governance, and operational redesign. The paper also analyzes persistent barriers—such as shortages in selected professions, variability in experience across regions, change fatigue, and uneven digital readiness—and proposes evidence-informed recommendations to strengthen workforce performance. By aligning workforce development with transformation goals, Saudi hospitals can improve productivity and care reliability while advancing patient-centered outcomes.
