Abstract

With the gradual deepening of market-oriented power sector reform and the rapid increase of new energy penetration, profound changes are taking place in China's power structure and power supply and demand, and higher requirements need to be put forward for new energy consumption and shortage/surplus coordination between provincial supplies. At present, as the market-oriented mechanism for the shortage/surplus coordination between provinces has not yet been established, it is urgent to realize the spot power trading among provinces to coordinate the power shortage and surplus through the market-oriented means in order to promote the large-scale consumption of renewable energy. This study, based on the practice of cross-regional inter-provincial spot trading of surplus renewable energy and taking into consideration the actual operation needs of power grids, establishes the overall framework of the inter-provincial power spot trading by further expanding the trading scope, enriching the trading subjects and improving the trading mechanism. It puts forward the research on the market clearing model by designing the key mechanisms such as market connection, competitive price clearing and multi-level dispatching collaborative operation. Finally, the feasibility and effectiveness of the above mechanisms are verified through calculation cases, offering a practical implementation path and technical scheme for the inter-provincial spot trading.
