Analysis of Inclusive Education for People with Visual and Hearing Disabilities in the Department of Atlántico

Abstract

People with disabilities are subjects of special protection, not only in accordance with internal regulations, but in accordance with the postulates that govern the international community. In addition to this, children and adolescents are another group, or rather, the group par excellence prioritized by all public, private, private institutions and any actor that influences each process carried out in favor of these. That said, when both conditions are combined: childhood or adolescence and a disability condition, it is undoubtedly a situation of special attention. Given this, and in accordance with certain international and internal postulates, such as the obligation of the State to guarantee access to education for children and adolescents between the ages of 5 and 15 under conditions of free, universality and quality, and that, in said Process Strategies will be used to guarantee access and eliminate barriers for children and adolescents with disabilities; it is necessary to carry out an analysis of how the Colombian State, directly or indirectly, provides educational and specialized services to this population.
